EU involvement from selection to final evaluation

In the first monitoring report, one crucial term is used to advise both Tallinn and Turku to heed the need for a 'cutting edge' when selecting proposed projects for the proposed programme. Generally, the cutting edge of success underlines in another way what distinguishes failures from success stories which mayors, but also other actors can tell after the one crucial year is over. The term for that is 'legacy' but this requires a deepening of understanding on both sides as to how culture works over time, and this especially in the European context of the 21st century.
