"Not always are cities seeking a new image for themselves really in favour of doing substantial investments in culture, and so they risk to just add one festival to another while leaving the leaving the link from one European Capital of Culture to the next at best a broken fragment of what were former pieces of a mosaic in the making to underline the cultural diversity of Europe."
